Certificates are issued at the end of the day.

SECURITY LICENSE RENEWAL: The N.Y. State Division of Licensing recently began to enforce the following Rule.
In order to renew their security license, the licensee must have on record the fact they have taken 2 Annual In-Service courses during the following period of time: "Date of Issuance through Date of Expiration".
For example: Your license has an expiration date of May 8, 2012. You took Annual In-Service courses on April 7, 2011 and April 14, 2010.
Division of Licensing will recognize the April 7, 2011 course, but will Not recognize the Annual you took on April 14, 2010 because it doesn't fall between "Date of Issuance and Date of Expiration".
Remedy & Grace Period: take a second Annual during your "Date of Issuance through Date of Expiration". N.Y. State does realize the difficulty this causes for some, so there is a 6-month grace period. Using our previous example, a licensee having a license expiring on May 8, 2012, would have up to 6 months beyond May 8th to take a second Annual to remain in active status.
This Rule does not appear in writing anywhere. It does not appear in General Business Law 89-n, nor does it appear in any Bulletin. It's a Rule implemented by N.Y. State in order to ensure all licensees are receiving adequate training.
I've asked the Division of Licensing to issue a written document describing the new enforcement effort - if they do, I will post it at this web site.
