Announcement of the

New York State Enhanced Security Guard Program

Director James W. McMahon and the New York State Office of Homeland Security are proud to announce the certification and release of the New York State Enhanced Security Guard Program, pursuant to the Security Guard Tax Credit Legislation.

This legislation directed the New York State Office of Homeland Security to certify a program intended to support and complement the existing security guard training and counter terrorism efforts in New York State by providing training and education designed to:

  • improve observation, detection, and reporting skills;
  • improve coordination with local police, fire, and emergency services;
  • provide and improve skills in working with advanced security technology including surveillance and access control procedures and,
  • consists of instruction requiring at least 40 hours of training with a minimum of 3 hours devoted to terrorism awareness.

To fulfill the intent and spirit of this legislation, the New York State Office of Homeland Security was guided by its mission to enhance overall state capabilities while simultaneously enhancing national capabilities as directed by Homeland Security Presidential Directive – 5 (HSPD-5), Management of Domestic Incidents; and Homeland Security Presidential Directive – 8 (HSPD-8), National Preparedness Guidance.

This resulted in an extensive development process requiring that the program be based upon sound academic terminal and enabling learning objectives structured and consistent with the goals of the legislation as well as the Homeland Security Target Capabilities List and the Universal Task List. Additional guidance had to be drawn from the Department of Homeland Security’s Prevention and Deterrence Guidelines and the Emergency Responder Guidelines, as well as OSHA compliance regulation 29 CFR 1910.120 and the National Fire Protection Agency (NFPA) Standard 472.

The development of this program consisted of input from the security guard industry, the New York State Security Guard Advisory Council, and public safety professionals from the New York State Police, the Division of Criminal Justice Services, local law enforcement representatives, as well as the Office of Fire Prevention and Control. It was developed according to strict academic guidelines as set forth by the Office of Grants and Training within the Department of Homeland Security, and was subject to a focused peer review by professionals both inside and outside of New York State. Additionally, the program was piloted to members of the New York State Security Guard industry on two occasions with appropriate revisions based upon feedback during those deliveries.
